Non-structural cosmetic changes do not require a permit. However, any changes to the plumbing or electrical would require a permit. Items such as changing an electrical outlet or switch would not require a permit. The addition of a new circuit would require a permit. Replacement of plumbing fixtures to existing plumbing would not require a permit, but adding a new line to accommodate a new fixture would require a permit.
